This is based on Wyoming's unit labor cost index (2nd lowest), energy index (2nd lowest), and state & local tax index (5th lowest). Deloitte and Touche LLP prepared a report in March of 2000 to analyze Wyoming as a location for new businesses. The report for Southeast Wyoming, which includes Goshen County, ranked labor availability as adequate; labor quality as very good, labor relations as excellent; labor costs as very good; taxes as excellent; electric power as very good; telecommunications as very good; and Interstate Highway access as excellent. The study also included Wyoming's "unique outdoor-oriented, smaller-community lifestyle" as a strength.
